According to a Global Witness report, Arkady Gaidemak funneled billions of dollars in arms and oil-backed loans to Angola’s government in return for lucrative oil contracts with Western oil companies. Falcone and Gaidemak transferred some 463 million dollars in arms to Angola using Mitterrand’s special access to the Angolan government.
